第六十一章
大邦者下流,天下之牝,天下之交也。牝常以静胜牡,以静为下。故大邦以下小邦,则取小邦;小邦以下大邦,则取大邦。故或下以取,或下而取。大邦不过欲兼畜人,小邦不过欲入事人。夫两者各得所欲,大者宜为下。

Chapter 61
A great state resembles the lower reach of a river, like a mother at intersections, who wins over the strong with her calmness and modesty. Hence, a big state wins over a small state with its modesty; a small state wins over a big state with its modesty, too. So modesty is the key to win over others. A big state shouldn't attempt to control small states, and a small state shouldn't subject itself to a big state. When both sides have obtained their goals, the big one in particular needs to demonstrate modesty.

道者,万物之奥,善人之宝,不善人之所保。美言可以市尊,美行可以加人,人之不善,何弃之有?故立天子,置三公,虽有拱璧以先驷马,不如坐进此道。古之贵此道者何?不曰:求此得,有罪以免邪?故为天下贵。
Chapter 62
The Tao is for everything, treasured by kind people, and also is used for protection by unkind people. Fine words help mutual respects, fine acts help mutual influences. How can we simply abandon those, who just act unkindly? Hence, a ruler should come to study the Tao with me, despite a full cabinet of officials, precious jades and four-horse carriages. Why has the Tao been always valued? Isn't it due to the fact that the goals can be reached and punishments can be mitigated? That's the reason.

为无为,事无事,味无味。大小多少。图难于其易,为大于其细;天下难事,必作于易;天下大事,必作于细。是以圣人终不为大,故能成其大。夫轻诺必寡信,多易必多难。是以圣人犹难之,故终无难矣。
Chapter 63
Disengage to engage, inaction for action, tasteless is tasty. Big is from small, many is from few. Start from easy for the difficult, and pay attention to details for big affairs. All the difficult tasks should be tackled from easier parts, and all the big affairs should be approached in details. Sages never attempt for great accomplishments, and yet accomplish a great deal. Those who promise easily rarely materialize, things look easy will always become difficult. Hence sages always see difficulties in advance, and confront no difficulties in the end.
